For employers, Article 7 of Directive (EU) 2023/970
Answer a pay information request from your payroll
A worker asked for their pay level and the average pay of women and men doing the same work. Drop the payroll export, pick the worker, and get the figures, the answer letter in English, German or Dutch, and the date it is due.
- The payroll file stays in your browser
- The national rule in force, or the directive
- Rules checked on 8 October 2026
What the file needs
- One row per worker, with their sex and their category of workers: the group doing the same work or work of equal value. A job evaluation sets the categories.
- Basic pay and complementary or variable pay for the year, and the hours paid or weekly hours. A gross hourly rate also works.
- If you have them: a full-time equivalent column, the job title and the name, for the letter.
The file is read by this page on your computer. It is not uploaded, and nothing about its contents is sent anywhere.
The template and the sample come from the Pay Gap Report: the same file answers both. The sample is a synthetic company of 180 made-up employees in eight categories.
Synthetic data: the Pay Gap Report's made-up company of 180 employees, so you can see every step work. and drop your own file.
Match the columns
Matched from the header row. Change any that are wrong.
| What the answer needs | Column in your file | First value |

Used for the full-time equivalent when the file has no FTE column: hours paid divided by a full-time year of this many hours a week.
Check the data
The Pay Gap Report's checks, before any figure: what the file holds and what is left out of the averages.
Categories of workers
Each category is a group doing the same work or work of equal value (Article 3(1)(h)). Headcounts by sex, free.
The request
Who asked, when, and under which rule.
The answer
The figures and the full letter are part of Pro. Pro is $99 once, per organisation, and adds the PDFs, the request log, the yearly notice and the criteria template. The categories, headcounts and checks above stay free.
Request log
Each answer you download is added to the log for this session.
For all workers
The file never leaves this page: it is read with JavaScript on your computer, there are no analytics here, and the letters and the log are built on the page. Close the tab and it is gone.
How the figures are worked out
Pay level. Gross annual pay is basic pay plus complementary or variable pay for the year; gross hourly pay is that divided by the hours paid (Article 3(1)(a) and (b)). Weekly hours are multiplied by 52.18, as in the Pay Gap Report.
Averages. The mean for the women and for the men in the worker's category, over everyone the data checks keep: recorded as male or female, with pay and hours. The worker who asked is part of their own group.
Part-time. Hourly pay is unaffected by hours worked. Annual pay can be shown as paid or converted to full time: divided by the FTE in your file, or by the hours paid over a full-time year.
Groups of one or two
The directive sets no minimum group size. It lets each country decide that, where an answer would disclose an identifiable worker's pay, only workers' representatives, the labour inspectorate or the equality body see it (Article 12(3)). Malta has used that option; Slovakia leaves out an average that would reveal another employee's pay; Germany's current law leaves out the comparison pay where fewer than six people of the other sex do the work.
The tool flags what follows from the arithmetic: a group of one is that person's pay, and a group of two that includes the worker who asked lets them work out the other's. It leaves those figures out of the letter unless you choose to include them.

Questions
Is the payroll file uploaded anywhere?
No. The file is read by JavaScript in this page, on your computer, and the figures are worked out there. Nothing about the file is sent to a server. If you buy Pro, only the licence key is sent to Gumroad to check it.
Which averages does the answer give?
By default the directive's own definition of pay level: gross annual pay and the corresponding gross hourly pay (Article 3(1)(b)), each as the mean for the women and for the men in the worker's category. You can give annual pay only or hourly pay only, and show annual pay as paid or converted to full time. The letter says which you chose.
How is part-time work handled?
Hourly pay divides annual pay by the hours paid, so part-time work does not lower it. Annual pay is shown as paid unless you choose full-time equivalent, which divides it by the FTE from your file, or by hours against the full-time week you set.
What if a category has only one or two people of one sex?
The tool flags it. An average over one person is that person's pay, and in a group of two that includes the worker who asked, the worker can work out the other person's pay. The directive lets countries route such figures only to workers' representatives, the labour inspectorate or the equality body (Article 12(3)); it sets no minimum group size. You decide whether to leave the figure out, and the letter says so.
Does it handle Germany's Entgelttransparenzgesetz?
Yes. For establishments with more than 200 employees it works out the comparison pay of § 11(3): the median of the average monthly gross pay of the other sex in the comparison activity, converted to full time, and leaves it out where fewer than six of them do that work (§ 12(3)). The answer is due within three months under § 15(3).
What does Pro include?
For $99, once, per organisation: the figures, the full answer letters in English, German and Dutch as PDF and text, a request log you can keep adding to, the yearly notice to all workers in three languages and the pay criteria template.
